Organise Your Product Safety Documentation and Identify Missing Compliance Documents
A complete and well-organised technical file is essential for demonstrating product safety under the EU General Product Safety Regulation (EU) 2023/988 (GPSR).
Our GPSR Technical File Compilation Service helps manufacturers, importers, and brands organise their existing product documentation into a structured technical file and identify any missing information or documents.
This service focuses on document collection, organisation, completeness checks, and gap identification. It does not include the creation of a GPSR product safety risk assessment, which is available as a separate service.
What Is a GPSR Technical File?
A GPSR Technical File is a structured collection of documents containing information about a product, its safety characteristics, applicable requirements, and supporting evidence.
Under Article 9 of the GPSR, manufacturers must prepare technical documentation demonstrating that their products meet applicable general safety requirements.
The documentation must be retained for at least 10 years after the product has been placed on the market and made available to market surveillance authorities upon request.
Our service helps ensure your existing documentation is organised, accessible, and reviewed for completeness.

Frequently asked questions
What is a GPSR Technical File?
A GPSR Technical File is a collection of documents demonstrating how a consumer product's safety has been assessed under Regulation (EU) 2023/988. It contains product information, relevant safety documentation, risk assessments where appropriate, and supporting evidence. Manufacturers must maintain technical documentation for products covered by the GPSR.
What is included in the GPSR Technical File Compilation Service?
Our service includes reviewing your existing product documentation, organising the files into a structured digital technical file, checking documentation completeness, and identifying missing or incomplete information. You receive an organised technical file, a document index, and a gap analysis report outlining any outstanding documentation requirements.
What is the difference between GPSR Technical File Compilation and a GPSR Safety Assessment?
GPSR Technical File Compilation focuses on organising existing product safety documentation and identifying missing documents. A GPSR Safety Assessment evaluates potential product hazards, assesses risks, and documents appropriate safety measures. Certified Cosmetics offers the GPSR Safety Assessment as a separate service.
What documents do I need to provide?
You should provide all available product documentation, including product descriptions, specifications, material information, manufacturer and supplier details, existing risk assessments, laboratory test reports, certificates, product labels, warnings, and instructions for use. The exact documentation requirements depend on your product type and applicable safety requirements.
What happens if documents are missing from my Technical File?
We identify missing or incomplete documentation in a gap analysis report. The report explains which documents or information may be needed and provides recommendations for completing your technical file. Creating new safety assessments, performing laboratory testing, and obtaining missing supplier documents are not included in this service but may be available separately.
Can you organise my Technical File if I do not have a GPSR Safety Assessment?
Yes. We can organise and review your existing documentation even if a GPSR Safety Assessment has not yet been prepared. If a product safety risk assessment is required or appropriate and is missing, we will identify this in the gap analysis report. You can order our separate GPSR Safety Assessment Service to address this requirement.
Do all consumer products require a GPSR Technical File?
Manufacturers of consumer products within the scope of the GPSR must prepare technical documentation in accordance with Article 9. Products covered by specific EU legislation may have additional or different documentation requirements. The applicable obligations depend on the product category and relevant regulatory framework.
Do I need laboratory testing for my GPSR Technical File?
Laboratory testing requirements depend on the product type, potential hazards, applicable standards, and available safety evidence. During our documentation review, we identify missing test reports and areas where additional testing may be necessary. Laboratory testing is not included in the Technical File Compilation Service and can be arranged separately where available.
Can you compile Technical Files for products manufactured outside the EU?
Yes. We can organise technical documentation for products manufactured both inside and outside the European Union. Importers and private-label brands can submit documentation obtained from their overseas manufacturers or suppliers. We review the available documents and identify any missing information relevant to EU product safety requirements.
How long must a GPSR Technical File be retained?
Under Article 9 of Regulation (EU) 2023/988, manufacturers must retain technical documentation for at least 10 years after the product has been placed on the market. The documentation must be made available to market surveillance authorities upon request.
Does this service guarantee that my product complies with the GPSR?
No. This service focuses on document organisation, completeness checks, and identifying missing information. It does not include a full product safety assessment, independent verification of all technical claims, or certification of GPSR compliance. Manufacturers and other relevant economic operators remain responsible for meeting their applicable legal obligations.
Can Certified Cosmetics also prepare a GPSR Safety Assessment?
Yes. Certified Cosmetics offers a separate GPSR Safety Assessment Service to help businesses identify product hazards, evaluate safety risks, and document appropriate risk mitigation measures. If your technical file review identifies a missing or inadequate safety assessment, you can order this service separately.
