Ensure your products meet European Union safety requirements with our professional GPSR Compliance Service.

Are you planning to sell consumer products in the European Union? The General Product Safety Regulation (EU) 2023/988 (GPSR) establishes safety requirements for a wide range of non-food consumer products placed on the EU market.

At Certified Cosmetics, we help manufacturers, importers, brands, and online retailers understand and fulfil their GPSR obligations. From product risk assessments to technical documentation and labelling reviews, our specialists support you throughout the compliance process.

What Is the General Product Safety Regulation?

The General Product Safety Regulation (EU) 2023/988 applies from 13 December 2024 and aims to ensure that consumer products placed on the European market are safe.

The regulation covers a broad range of non-food consumer products, including beauty accessories, household products, lifestyle accessories, and other consumer goods. Products already covered by specific EU legislation may still be subject to certain GPSR provisions where those risks or aspects are not addressed by the sector-specific rules.

Businesses must be able to demonstrate that their products are safe under normal or reasonably foreseeable conditions of use.

What Does Our GPSR Safety Assessment Service Include?

Our service helps you prepare the safety documentation and compliance information required for your products.

1. Product Classification & Regulatory Review

We identify the applicable EU product safety requirements and determine whether the GPSR, additional sector-specific legislation, or harmonised standards are relevant to your product.

2. Product Risk Assessment

We evaluate potential hazards associated with your product, taking into consideration its intended use, foreseeable misuse, materials, design, and target users.

Depending on the product, this may include:

  • Physical and mechanical hazards
  • Chemical risks and potentially hazardous substances
  • Flammability and thermal hazards
  • Electrical hazards, where applicable
  • Risks to children and vulnerable consumers
  • Hygiene and other relevant safety concerns

3. GPSR Technical Documentation

We help compile a structured technical file containing the information needed to demonstrate product safety.

Depending on the product, this may include:

  • Product description and identification
  • Manufacturer and economic operator details
  • Product specifications and material information
  • Risk analysis and safety measures
  • Applicable standards and regulatory references
  • Available laboratory test reports
  • Safety instructions and warnings
  • Relevant compliance evidence

4. Product Labelling & Warning Review

We review product labels, packaging, warnings, and safety instructions against applicable GPSR requirements, including relevant identification and traceability information.

5. Laboratory Testing Recommendations

Where necessary, we identify relevant product safety tests and applicable standards. Laboratory testing may be recommended or required depending on the product category, applicable legislation, and available evidence.

6. Compliance Report & Recommendations

You receive an overview of our findings, including identified documentation gaps, potential safety concerns, and recommended corrective actions.
