Only Responsible Persons can make a product registration in the portal. It means that foreign companies (outside of the European Union) cannot do this, because they are not legal entities based in the EU.
Required Information to Notify Products on CPNP
For product registration, we shall fulfill the following information:
- Identification of the product (Product name (as it is marketed), the shades (if applicable), product category)
- Responsible Person details
- Country of origin
- Country of the first market placement.
- Nanomaterial presence/ absence
- CMR presence/ absence and identification (name, CAS number) of the CMR substances.
- Product formula with all ingredients in INCI name and concentration (%)
- Labelling
- Product image
The CPNP is accessible to;
- competent authorities
- European poison centres
- cosmetic products responsible persons
- distributors of cosmetic products
Products Containing Nanomaterials
The CPNP also contains a separate module (Article 16) for cosmetic products containing nanomaterials. This notification has to be done in addition to the notification under Article 13. If the European Commission has concerns regarding the safety of a nanomaterial, it may request the scientific committee on consumer safety to perform a risk assessment. Updates and Discontinue to Sell
Any changes made to the product must be reported to the competent authorities by the Responsible Person through the CPNP portal. If you have stopped selling your cosmetic product(s) in the European Union, the Responsible Person must notify the CPNP portal that the product will no longer be sold in the EU.
