🇫🇷 France Issues New Regulation Banning PFAS in Cosmetics
On 28 december 2025, the French government announced Decree No. 2025-1376. This measure aims to reduce the health risks connected to perfluoroalkyl adn polyfluoroalkyl substances (PFAS) by restricting their presence in consumer products.
Articles L. 524-1 and L. 524-2 of the Environmental Code, updated through Law No. 2025-188 of 27 February 2025, serve as the basis for this new legal step. The updated law was approved to limit public exposure to PFAS and reduce related health threats
With this decree,France now bans the deliberate use of PFAS across multiple sectors. Cosmetics are now included in the list of regulated product groups targeted by these measures to make consumer goods safer.
All new rules from the decree became effective as of 1 January 2026, marking a new legal requirement for cosmetic brands operating in France.
A transitional period is in place: products with added PFAS manufactured before 1 January 2026 may still be sold or exported in France for twelve months. After this date, all sales and exports of such products must stop. This step aligns France with scientific recommendations and ongoing european efforts to phase out PFAS in consumer goods.
