🇫🇷 France adopts new decree banning PFAS in cosmetic products
France published Decree No. 2025-1376 on 28 December 2025, and this decree is about preventing the risks from exposure to perfluoroalkyl and polyfluoroalkyl substances (PFAS).
The decree implements Articles L. 524-1 and L. 524-2 of the Environmental Code as amended by Law No. 2025-188 of 27 February 2025, which was adopted to protect the population from risks
Under the decree, the intentional use of PFAS is banned in a wide range of product categories, and cosmetic products are specifically included in those categories that the decree covers.
The decree entered into force on 1 January 2026.
There is a transitional period in the decree: cosmetic products that contain intentionally added PFAS and were manufactured before 1 January 2026 may still be placed on the market or exported for up to twelve months from that date. After that period ends, any placing on the market or export of such products is prohibited.
