European Commission Proposes New CMR Classifications in the 24th ATP
At the end of November 2025, the European Commission submitted formal notice to the World Trade Association (WTO) regarding a new draft amendment to the EU’s CLP Regulation. This regulation governs the classification, labeling, and packaging of chemicals in the European Union.
Understanding the 24th ATP Draft
Referred to as the 24th adaptation to Technical Progress (24th ATP), this proposed update introduces new harmonized CMR classifications under CLP rules. CMR compounds are substances identified as carcinogenic, mutagenic, or toxic for reproduction, and this classification plays a central role in EU chemical legislation.
Potential Impact on Cosmetics and Other Sectors
Once these new CMR entries become part of EU law, they immediately affect related regulations-including the Cosmetics Regulation. Under these rules, ingredients labeled as CMRs are usually banned in cosmetic products unless scientific assessment concludes their use remains safe.
Next Steps: What to Expect
The Commission’s recent filing with the WTO indicates that new CMR substance listings could soon be introduced. As the draft proceeds through the EU’s legislative process, these changes may result in further bans or specific restrictions on cosmetic ingredients, affecting product formulations across the industry. Brands will need to review their ingredient lists and prepare for potential regulatory changes.
